One-Legged Kansas City Man Hit with Numerous Rape Charges Following 13-Year-Long Assault Spree

Kansas City Man, Missing a Leg, Faces Multiple Rape Accusations

A Rough Face-off with Law Enforcement

A 64-year-old Kansas City resident, Warren E. Carter, stands accused of conducting a series of sexual assaults against numerous victims over a span of 13 years in the Kansas City region, says Jean Peters Baker, a Prosecutor from Jackson County. Carter, who has made headlines for his distinctive physical characteristic – missing a leg, was slapped with a whole slew of felony charges.

The Array of Charges

Among the charges filed against Carter include Kidnapping, Forcible Sodomy, Forcible Rape, two counts of Kidnapping in the First Degree, three counts of Sodomy or Attempted Sodomy in the 1st Degree, and two counts of Rape or Attempted Rape in the 1st Degree. According to court records released this past Friday, the charges pertain to a multiplicity of violent and intrusive instances of sexual assault dating back to July 2012, May 2017, as well as October and December 2019.

Reports highlight that Carter allegedly targeted women throughout the city, either presenting them with a lift offer or overpowering them by brandishing a firearm, and compelling them into his vehicle. He would then drive them to isolated locations, where he would force them to engage in oral sex or rape them.

DNA Linked to the Defendant

Carter’s DNA has so far been successfully linked to two of the aforementioned assault incidents. Late this past Sunday, law enforcement took Carter into custody where he is now contained under a bond of $200,000.

Call to Action

Jean Peters Baker urges anyone with information on similar suspect incidents involving Carter, or attempted assaults, to contact the KCPD sex crimes unit immediately at (816) 234-5220. The Metropolitan Organization to Counter Sexual Assault, MOCSA, also offers support and is reachable at (816) 531-0233. Kris Wade, another resource for assistance, can be reached at (816) 769-3307.

Victims entangled in this incident or any other similar cases are equally encouraged to reach out to these lines. Providing reports could be key in piecing together the full extent of Carter’s violent spree, and ensuring justice is served.
