On September 22nd, 40-year-old Phillip C. Moore was charged with two counts of assault in the third degree following a confrontation with security officers from KCATA (Kansas City Area Transportation Authority). The whole situation started when representatives from security were called to the area of 39th and Troost Avenue, responding to reports of a disturbance.

When police arrived, they discovered Moore already in handcuffs. The scene was serious, as one security officer had visible damage to his teeth—a clear indication that things had escalated quickly.

Background on Moore

According to court documents, Moore had a history with the Kansas City transportation system. Earlier this year, in May, he was banned from using KCATA services due to a previous incident involving assault. His ban was set to last until May 2025, making his recent presence at the bus stop particularly troubling for the authorities.

The Confrontation

The first security guard, working for Titan Protection and Consultation, spotted Moore and reminded him of his ban, asking him to leave the premises. Initially, Moore complied, but less than an hour later, he returned to the bus stop, this time taking a stand in front of a bus, effectively blocking it from leaving.

Feeling the situation escalate, the security team decided to call in a second officer for support. Unfortunately, when this new officer arrived and asked Moore to leave, he was met with hostility and was punched in the face, showing how quickly tensions can turn in such situations.

In the midst of the chaos, Moore struck the first officer in the jaw, knocking a tooth loose. Fortunately, after some effort, the security team managed to restrain him and hold him until law enforcement arrived.

As of now, Moore remains in custody, with no bond listed. A mental examination has been ordered to assess his state of mind during the incident. Meanwhile, legal proceedings are continuing, with a preliminary hearing scheduled for 1 p.m. on October 23rd, followed by a case management conference at 9:30 a.m. on October 30th.
