Platte Woods Business Owner Sentenced for Failing to Pay Taxes

KANSAS CITY, Mo. – Daniel Alan Ryan, a business owner from Platte Woods, Mo., was sentenced today in federal court for failing to pay an excess of $600,000 in federal income taxes over several years. Ryan, 63, was sentenced by U.S. Magistrate Judge Jill A. Morris to one year in federal prison without parole. He was also obligated to pay a $20,000 fine and $626,012 in restitution, plus interest, to the IRS.

Ryan’s Guilty Plea and Sentencing

Ryan is the proprietor of Ryan Roofing Systems, Inc., and Ryan Construction Systems, Inc. On Dec. 5, 2023, Ryan pleaded guilty to one count of failing to file a tax return. Moreover, Ryan confessed that over a span of many years, he failed to file tax returns and pay his personal income taxes. Notably, after the criminal investigation became public knowledge, Ryan intentionally neglected to file his income tax returns from 2015 through 2017, causing a tax loss during those years of $138,385. Additionally, Ryan admitted that tax losses from 2009 through 2013 totaled an extra $487,627, delivering a total loss to the IRS of $626,012.

The Investigation and Prosecution

The investigation into Ryan’s lack of tax payments started in early 2012 when IRS investigators began questioning him. After this, the analysis continued for the following years until the conclusion of the criminal investigation in 2024. Assistant U.S. Attorney Patrick Daly led the prosecution, and it was investigated by IRS-Criminal Investigation.

Simultaneously, a Kansas City, Mo., tax preparer pleaded guilty in federal court today to aiding the preparation of dozens of invalid tax returns. Moreover, the Western District court recently sentenced a Russian national for his involvement in a conspiracy to illicitly use stolen identities to file thousands of federal income tax returns, causing financial damages amounting to more than $11 million.
